Workshop on toolboxes for development of housekeeping competences
|
(TITC) - In the framework of ASEAN – Australia Development Cooperation Program (AADCP) phase II, at the beginning of July 2012 in Ha Noi, Viet Nam National Administration of Tourism (VNAT) in collaboration with William Angliss Institute held workshop to review toolboxes for development of housekeeping competences in ASEAN.
This is a priority field in toolboxes for development of tourism competences set up and introduced in the ASEAN member countries by William Angliss Institute.
The workshop had the participations of leader of International Cooperation Department (VNAT), delegates from William Angliss Institute, ESRT project, Luxembourg, General Department of Vocational Training, training centers and hotels in Viet Nam.
At the workshop, the delegates from William Angliss Institute introduced the toolboxes through speeches of: “Putting the toolbox project in context – history and current situation”; “Methodology of toolbox production – Challenges and approach”; “Toolbox components – unpacking them and understanding them”…
The participants also discussed in groups; shared experience in training field; assess housekeeping competences and contributed ideas to perfection of the toolboxes to use in Trainer Training Program in internal ASEAN; proposed criteria to select master trainer, master assessor and activities of the project in the next time.
Toolbox development is a follow on from the previous ASEAN Project which developed Common ASEAN Tourism Curriculum (CATC) and a Qualifications Framework for Tourism Industry Professional. Since October 2011, with the support from Australian Government through William Angliss Institute, 46 toolboxes for priority tourism labor division, housekeeping have been developed by experts group.
The ASEAN Leaders in their 12th Summit in January 2007 have set 2015 as the timeline for ASEAN to establish the ASEAN Community. The ASEAN Economic Community as one of its pillar will establish ASEAN as a single market and production base making ASEAN more dynamic and competitive with new mechanisms and measures to strengthen the implement of its existing economic initiatives. An ASEAN single market and production base shall comprise five core elements: (i) free flow of goods; (ii) free flow of services; (iii) free flow of investment; (iv) freer flow of capital; and (v) free flow of skilled labor.
Tourism as one of priority sector of integration has anticipated this ASEAN Leaders goal through a Roadmap 2004-2010 and recently the ASEAN Tourism Strategic Plan 2011-2015. Under the Roadmap 2004-2010, particularly on human resources development issue, ASEAN Member States have concluded several measures and achievements, namely: accelerating the development of Mutual Recognition Arrangements (MRAs); establish ASEAN minimum common competency standards for tourism professional; and strengthen HRD activities through the development of an intra-ASEAN curriculum covering exchange programme, cross-training, and cross certification activities.
Under the new ASEAN Tourism Strategic Plan 2011-2015, ASEAN put more emphasize on the human resources development, particularly on this MRA, through comprehensive and thorough measures. This plan specifically spells clearly the follow-up requirement to th MRA covering: development of toolboxes for a division under MRA, train-the-trainer, train master assessor, setting up the ASEAN Tourism Professional Registration System, development ASEAN Qualification Equivalent Matrix and establishment of a Secretariat to support this initiative at regional level. All of these would enhance the readiness of ASEAN Member States facing 2015 particularly on the elements of free flow of services and free flow of skilled labor.
